The perspective of the tourism sector, analyzing the different general and sectoral regulations linked to this phenomenon (legislation on territorial planning, urban planning, tourism, natural spaces, historical heritage, coastal planning, ports sports, etc.) it quickly becomes clear that autonomous spain has a fragmented territorial system. We will have to look for the causes of this complex situation. To do this, it will undoubtedly be useful to go to the origins, to the development of urbanism and planning in spain, as well as to the system of distribution of powers established by our 1978 constitution. The study of the origins allows us to verify that the spanish system of relations between territorial planning and sectoral planning and, specifically, tourism planning, is determined by the idiosyncrasy of our country.

Indeed, since the birth of planning in spain, we have observed a tendency towards sectoralization, which is the easy way to plan to obtain short-term results but which, in the long term, can be disastrous. That way of doing things has continued to this day. In fact, tourism, to Phone Number List  give an example, can be organized from general regional territorial planning, regional planning, ecological planning (for the territorial scope of application of natural resource management plans), cultural planning and, also, tourism planning, itself, which organizes the natural and cultural tourist resources, in turn ordered by the aforementioned plans. The regional laws regulating the territorial government and sectoral planning give a good account of this chaos. This system of plurality of concurrent and opposing planning prevents the effectiveness of the regulations and, consequently, their purpose as it hinders their correct application.



Since the purpose of the regulations that affect the territory is usually “sustainable development”, we conclude that our general and tourism planning system is not sustainable. Precisely, the study of all the planning systems provided by our autonomous communities supports my hypothesis or starting point: balanced territorial development must start from integrated planning, taking into account the negative effects that territorial planning and policy has caused. Based exclusively on the tourism sector, as has happened in the balearic islands. As a result of this experience, this autonomous community is trying to redirect its system towards an integrated model (omar bouazza ariño, territorial planning and tourism atelier barcelona.
