The perspective of the tourism sector, analyzing the different general and sectoral regulations linked to this phenomenon (legislation on territorial planning, urban planning, tourism, natural spaces, historical heritage, coastal planning, ports sports, etc.) it quickly becomes clear that autonomous spain has a fragmented territorial system. We will have to look for the causes of this complex situation. To do this, it will undoubtedly be useful to go to the origins, to the development of urbanism and planning in spain, as well as to the system of distribution of powers established by our 1978 constitution. The study of the origins allows us to verify that the spanish system of relations between territorial planning and sectoral planning and, specifically, tourism planning, is determined by the idiosyncrasy of our country.

Indeed, since the birth of planning in spain, we have observed a tendency towards sectoralization, which is the easy way to plan to obtain short-term results but which, in the long term, can be disastrous. That way of doing things has continued to this day.
