Instead, the last week of November was chosen, shortly before the end of the administration and on the 28th of each month the devotees of San Judas Tadeo honor him, because perhaps with his consent everything would turn out well. With a little luck and some sympathy, everything is justified. From Margarita's office: preventive invitations, “save the day”; then we will notify you. “Email us your guest list…then we’ll let you know when it will be.” Finally, on Monday the 26th they already have "white smoke": it will be on Wednesday the 28th, now let's notify... However, in this space (and in a personal capacity) we bet on the maturity of both our authorities and some civil organizations to build their independence and strengthen complementarity to precisely defend the institutionality of the National Award for Voluntary and Solidarity Action (PNAVS) as a public distinction.
Institutionalizing an award, a program or an Phone Number List organization means diluting and limiting personal leadership, overflowing roles and temptations to satisfy the egos that manifest themselves in the “yo-yos” that evade any scruples. It is not about (and that will never be the purpose of ending individual leadership, these are necessary). The challenge is to generate conditions, policies, norms, ethical codes, rules of the game that are explicit and that become law, a guide for good action. “When people rule over the institution” is not the same as “when the institution rules over people.” The current award that recognizes volunteers who have already volunteered in Mexico was not a gracious concession from the Calderonist government. Its history dates back to the year 2000, shortly before beginning work to celebrate the 2001 International Year of Volunteers throughout the world, proclaimed by the United Nations Organization by resolution (52/17) of the General Assembly of 20 November 1997. It was then proposed to globally recognize the contribution that volunteers make to community and social development in all countries. The UN Volunteers were appointed as the coordinators to promote the celebration. Thus, a series of activities were proposed to be carried out by governments and their organized volunteer groups.
In Mexico, various organizations played an important role in promoting the celebration. One of them was the Mexican Center for Philanthropy, who appointed Mauricio Guerrero Martínez as its coordinator. In my opinion and knowing the history closely, I consider that he is responsible for the paternity of the award whose first name was the National Volunteer Award. Since an action of that magnitude cannot be carried out by a single person or institution, a committee was created where the now-defunct Mexican Association of Volunteers, the Mexican Red Cross, Cáritas Mexicana and the Rotary Club, among others, quickly joined. The criteria and rules for application were established and in its first two editions, 5 awards were given: One to a volunteer group, one to an adult female volunteer and another to an adult male; and the other two remaining a woman and a young man. Vicente Fox, being President of the Republic, accepted to present the Award at the Official Residence of Los Pinos. That committee and other institutions promoted a Volunteering poster contest where the unforgettable and admired Architect Pedro Ramírez Vázquez served as President of the Jury.
